Kamikaze, Japanââ¬â¢s Suicide Gods Essay
Kamikaze is a Japanese word meaning ââ¬Å"divine windâ⬠. ââ¬ËKamiââ¬â¢ means ââ¬Ëdivineââ¬â¢ and ââ¬Ëkazeââ¬â¢ ââ¬Ëwindââ¬â¢. Kamikaze owes its origins to the 1274 and 1281 typhoons which wrought havoc on invasion forces from Mongolia. A Japanese World War II pilot specially trained to destroy an enemy ship by crashing on it was referred to as kamikaze. The plane to be used for such an attack, usually laden with explosives also bore the same name. Special air suicide attack units were given this name in World War II in 1944-45. The kamikaze concept originated from lower ranks officers in the field when they reported that pilots and crew were experiencing accidental crashes. Captain Motoharu first brought up the subject and led to the launch of initial investigations on the feasibility and modes of executing deliberate assaults. The Thunder Gods project was initiated soon afterwards in 1944 (Axell, 2002, p. 13) The first formal mention of kamikaze missions was in august 1944 when the Domei News Agency reported that Takeo Tagata, A flight instructor, was training pilots for suicide attacks in Taiwan. It is also claimed that the first kamikaze mission was carried out on September 13th 1944 after which the 31st Fighter Squadron of the army based on Negros Island imitated the following day. Takeshi Kosai, First Lieutenant and a sergeant, destined to crash into carriers, took off in separate fighter planes each loaded with 100 kilogram bombs. Other sources assert that the US cruiser, USS Reno CL96 was suicide bombed on October 14th 1944. It is also claimed that the commander of the 26th Air Flotilla, Captain Masafumi Arima, developed the kamikaze concept. He led 100 Yokosuka D4Y dive bombers to attack Franklin, an aircraft carrier on October 15th 1944. Arima got killed in the assault and was rewarded with the post of Admiral posthumously. Top ranking Japanese military officials embraced Arimaââ¬â¢s example as a source of military propaganda. The attack of Suluan Island by Allied forces set off the battle of Leyte Gulf. The responsibility of destroying the Allied forces in Leyte Gulf lay with the 1st Air Fleet of the Japanese Navy. The 1st Air Fleet had the limitation of having only 40 planes: 3 Nakajima B6N Tenzan Torpedo bombers, 34 Mitsubishi zero fighters, 1 Mitsubishi G4M and 2 Yokosuka P1Y Ginga land bombers. This made the task ahead appear impossible and prompted Vice Admiral Takijiro Onishi, the 1st Air Fleet commandant to constitute the Special Attack Unit. Onishi told the 201st flying group pilots of the plan on October 19th at a meeting at Mabalacat airfield near Manila. The assault would involve crashing a zero bomber with 250 kilogram bomb and ramming it into a US carrier with a view of grounding all American carriers. The initial plan was to only involve volunteers in such attacks. Onishi lied to the pilots that their commander, Captain Sakai Yamamoto, already knew of the plan when the pilots requested for an approval from their own boss. Yamamoto was, however, in hospital after a motor vehicle accident and thus he was not privy to Onishiââ¬â¢s plans. The 23 pilots in attendance volunteered and hence the first anti-Allied forces suicide strikes at Leyte were executed in a few days time (Astor, 1999, 32). The impact of the kamikaze strikes was momentous, damage greater than any preceding one was inflicted on the allied forces ships. The Japanese military top officials decided to have humans man rocket-propelled bombs, an operation they called Thunder Gods. The task of designing the flying bomb was signed to the Japan Aeronautical Research Laboratory. This was to counter the problems experienced in the remote guidance of German rockets and the threat of the advancing Allied forces. The Thunder Gods project initially had 100 volunteers whose training was parallel to the construction of the pioneer 150 Ohka rocket bombs. Japanââ¬â¢s strategy was the stationing of Thunder Gods in Formosa and the Philippines. American submarines and carrier ships didnââ¬â¢t allow maneuvering south from Japan. The November 27th 1944 sinking of Shinano, Japanââ¬â¢s carrier ship, by Archerfish, the American submarine, proved that America had firmly held its base in the region. Shinano held the first batch of 50 Ohkas. Unryu, a Japanese carrier loaded with the next 30 Ohkas was also sunk a few weeks later while traveling to the Philippines. It then became clear that Thunder Gods project would be fail. Students were mandated to recite the oath of the Imperial Rescript on Education as a ritual after the decree was passed in 1890. The oath stated that individuals would offer themselves, including sacrificing their lives, to the state as well as protect the Imperial family. Under the oath, dying for the emperor or for Japan was honorable. The Meiji restoration saw the establishment of Shinto as a state religion. Shinto doctrines were rampant in Japan in 1944 to 1945 and they were instrumental in the promotion of nationalism. Many Japanese were of the view that to be honored at the Yasukumi shrine, which the Emperor visited twice yearly, was a great honor. Many sailors, pilots and soldiers were thus mentally prepared to die and become eirei, ââ¬Ëguardian spiritsââ¬â¢ of the country (Axel, Kase, 2002, p. 35). Books and newspapers published stories, articles and advertisements about the suicide bombers after the kamikaze strategy was adopted. A case in point is the Nippon Times October 1944 issue which ran an article with the view of aiding the recruitment of the special attack corps. The propaganda that kamikaze were enshrined at Yasukumi from publishers and exaggerated stories of the kamikaze added to the Japanese ideology that kamikaze were divine people. Peer pressure also had a hand in popularizing the kamikaze. The Japanese government also had its share in the fanning of the kamikaze spirit by falsely declaring victories (Axell, Kase, 2002, p. 38). Ancient folklore also helped in the recruitment of volunteers into the suicide missions. For instance, it was widely believed that the bonds connecting an individual to his family were similar to the ones that joined him to his nation. The Japanese so valued their close relationship with both the emperor and the nation that they were convinced that it would be useless to be Japanese if one didnââ¬â¢t have this links. Spiritistic ceremonies were held to bid kamikaze farewell before they departed to their assignments. The Japanese flag or the Japanese naval flag with spiritually inspirational words written on it were given to the kamikaze. The soldiers also drank sake; a-rice based alcoholic drink, before leaving. Samurai also composed and read a death poem before undertaking seppuku, a Japanese disembowelment ritual. It is alleged that the kamikaze pilots flew southwest over mount Kaimon. The pilots then looked back to face the mountain, said farewell to Japan and saluted the mountain. This is an indication that some spiritism was associated with the kamikaze missions (Astor, 1998, p. 47). The 1281 AD invasion of Japan by Mongols prompted the emperor to pray for divine salvation. A huge typhoon came up and drowned the enemy by sinking their ships. The typhoon was called kamikaze or the ââ¬Ëdivine windââ¬â¢. This episode was one inspiration of the kamikaze suicide missions in World War II. The pilots had the divine mission of destroying their enemy. Suicide pilot manuals instructed pilots to obtain a high level of spiritual training, be always pure-hearted and cheerful and to maintain perfect health conditions. This instructions were found in a book ââ¬ËTranscend life and deathââ¬â¢ which were given to each pilot. Pilots were supposed to loudly yell ââ¬ËHissatsuââ¬â¢ translated ââ¬Ësink without failââ¬â¢ moments before crashing into a target. Many kamikaze had the conviction that by crashing into a target, they would pay the debts they owed their friendsââ¬â¢ families and the Emperor. The heavy sanctions imposed on Japan by the United States and Washingtonââ¬â¢s order for Japan to vacate China precipitated the Pacific war in which kamikaze were utilized (Astor, 1998, p. 54). Jane Wang Second draft research paper Jul 30h, 2012 Alexander McQueen ââ¬Å"Creativity is a very fragile thing, and Lee was very fragile,â⬠said the milliner Philip Treacy, who had worked with Alexander McQueen. McQueen, a British genius fashion designer creating a large amount of provocative works in last two decades, committed a suicide because of the suicide of Isabella Blow and the loss of his mother, who were two important supporters of his design (Wilson 89). The ââ¬Å"Spineâ⬠Corset, the Skull Scarf, and the ââ¬Å"Bumsterâ⬠skirt are the representative of the collections of his provocative and dark romantic beauty.McQueen always indicated the dark and deathly elements in his collections, critiqued ââ¬Å"inanityâ⬠of the fashion world and expressed his personal life reflections in fashion design. He was the chief designer of Givenchy between 1996 and 2001 and earned British Designer of the Year awards four times(1996,1997,2001 and 2003) (Wilson 89). In t erms of McQueenââ¬â¢s intricate tailoring and provocative design styles, McQueen was significantly influenced by Gilbert Adrian, and Elsa Schiaparelli in the aesthetic aspect; Charles Frederick Worth had processing influences on McQueen's.Adrian and Schiaparelli were fashion designers prevalent around 1930s and 19040s and Worth was popular in in early 19th century. In McQueenââ¬â¢s collections, he applies Gothic Romance with pure black and complex lace ornamentations. His collections focus on the expression of his feelings and moods; it can be scary, disgusting, and romantic. McQueen is like a poet who uses clothing to write his poetry. His runways can always make viewers think, but not just enjoy the visual elements of clothes. Suzy Menkes says of McQueenââ¬â¢s works, ââ¬Å"Distasteful images?But itââ¬â¢s a reflection of our nasty world. And a powerful fashion designer always ingests the ether of modern times. â⬠(Bolton 12). To me, McQueenââ¬â¢s runway shows a re more like drama to convey McQueenââ¬â¢s savage and animalist beauty and death philosophy for fashion. In McQueenââ¬â¢s work, he indicates orientalism, classicism and English eccentrics, but also shows many clues for the future of fashion. As Eric Wilson said in 2010, ââ¬Å"As designers have done for centuries, Mr. McQueen altered the shape of the body using corsetry and anatomically corrects breastplates as a recurring motif.More recently, his work took on increasingly futuristic tones, with designs that combined soft draping with molding, or ones in which a dress seemed to morph into a coat. At his last show, in October, the models wore platform shoes that looked like the hulls of ships. â⬠(Wilson 1). According to the interview with Andrew Bolton, author of ââ¬Å"Alexander McQueen: Savage Beautyâ⬠, Bolton offers clues of designers affecting McQueenââ¬â¢s aesthetic. Bolton says, ââ¬Å"In terms of tailoring, McQueen was most influenced by designers whose tec hnical acumen mirrored his own, designers such as Gilbert Adrian and Elsa Schiaparelli. (Interview 1). After I saw Schiaparelli fashion exhibition, I found many direct Schiaparelli design concepts' influences on Alexander McQueen's contemporary collections. Schiaparelli invented culottes, wrapped turbans, Arab breeches, embroidered shirts, pompom-brimmed hats, and barbaric belts ( Smith 1). I think her Skeleton, Lobster, and Tear Dresses have the most obvious influences on McQueen's fashion design, where he also employs a lot of animal elements to express a kind of savage and original beauty.As McQueen himself explains, ââ¬Å"Nature was the greatest, or at least the most enduring, influence upon me. Everything I do is connected to nature in one way or another; Nature was also a central theme, if not the central theme, of romanticism. â⬠(Bolton 15). Take two similar fashion designs from Schiaparelli and McQueen, The Skeleton Dress (Fig 1) and ââ¬Å"Spineâ⬠Corset (Fig 2) . Obviously, in both works, two artists utilize a ââ¬Å"backboneâ⬠as a key element in their works. They both look scary and savage.In Schiaparelli's work, she employs silk to create a backbone effect, while McQueen changes material to a kind of metal, which strengthen the bones' lines and shock effect. Schiaparelli just uses pure black in this collection. Similarly, McQueen just applies the metal's original color in his design, which is quite concise. Like Schiaparelli, McQueen also tightens the waist to indicate the silhouette of the body. Unlike Elsa's slight decoration of the spine, McQueen extends the human spine to a kind of animal spine with the coccyx.Therefore, it is a good example to exemplify the Schiaparelli's design influences on McQueen's. Because of Boltonââ¬â¢s mention of McQueenââ¬â¢s tailoring influence from Gilbert Adrian, let us take a look at their previous works. Like Adrian's women's suit, McQueen's women's suit always has an exaggerated silhouette and the ââ¬Å"sâ⬠pattern is obvious. McQueen also uses a lot of broad shoulders in suits; puffed sleeves were created by Adrian, which was popular in 1930s and 40s American fashion ( History). The huge puff-sleeve dress style is continued in McQueen's dress (Fig 4).Likewise, Adrian's dress ââ¬Å"A version of the ââ¬ËHostess Gown'â⬠contains many puffed sleeves. They both create dresses with huge dress trains to express dresses' falling and floating. Due to the similarity between two designers' fashion style, I chose one work from Adrian and one from McQueen to make a specific comparison. If we take a look at Adrianââ¬â¢s film custom dressing (Fig 3) ââ¬Å"A version of the ââ¬ËHostess Gown'â⬠compared with McQueen dress (Fig 4) from Autumn/winter 2010ââ¬â11, both artistsââ¬â¢ modern style and innovative silhouettes come through.In Adrian's work, he seems to employ silk to indicate a sense of freedom and flow. Similarly, McQueen uses translucent and light material to show the dancing-like movement of the dress. Like Adrian, McQueen also provides three perspectives of the dress, which looks like a dancing and swirling performer. Likewise, the dress hem of McQueen's was tailored freely and asymmetrically. Adrian just slightly tightens up the waist in this work, whereas the bodice is designed as an extremely tight style by McQueen.Unlike Adrian's concise decoration of flowers on the upper left shoulder of the dress, McQueen transforms patterns onto materials as decoration on the surface of the dress and added small puff-sleeve on the shoulder parts. Both works give the viewer a sense of flowing movement; nevertheless, McQueen accentuates the curved bodylines of the dress, which is imbued with a sense of elegance of a dancer and replaced the opaque material Adrian uses to a translucent material, which looks like the body of flowers to add more romantic feelings.McQueen not only shared similar tailoring ideas with other designers, but also the intricate and complex processes of dressmaking. Bolton also mentions, ââ¬Å"In terms of dressmaking, he looked to designers who shared his sense of theatricality and his love of exaggerated silhouettes, such as Charles Frederick Worth, Christian Dior, and Charles James. â⬠(Interview 1). Worth was an English fashion designer of the 19th century, and also considered as the Father of Haute couture, which is made for specific customer with high-quality, expensive fabric and sewn intricate decorations.If we juxtapose both McQueen and Worth's dressmaking works, they both are finished by the most experienced tailoring skills and hand-executed techniques. Especially, McQueenââ¬â¢s dressmaking reflects an aristocrtic style in palace of Middle 19th century, where the dresses had intricate Alencon lace decorations, expensive silk materials, bustles, tightened waists, and an embellished neckline. For example, looking at one of Worthââ¬â¢s evening dresses(fig 5), there are many obvious elements shared with a coat of dress from McQueenââ¬â¢s autumn/winter 2008 collections (fig 6).Both works have loose and puffed dress trains. In Worth's work, he employs corduroy in deep red color, which creates a solemn and elitist effect. Similarly, McQueen applies silk to red to express a figure of Queen. Like Worth, McQueen also cuts the shoulder parts of the dress with a puffed effect. However, McQueen repeats this effect in the neck part and strengthens it in the train of the dress. In terms of ornamentation, in Worth's dress, there are Alencon lace patterns in the upper back, while McQueen utilizes intricate metals and diamonds as head decorations, which looked like a Queen's crown.Indeed, the tailoring similarities between both designers are evident. However, McQueen updates the puffed sleeves with tightened wristbands to emphasize the 19th century aristocratic style. Without doubt, Alexander McQueen is a prolific and experienced fashion designer and his collections are multi-faced and cause viewers to think deeply. Even though he shared many similar aesthetics with other fashion designers, he recombined each tiny element he liked and produced novel, updated, ââ¬Å"McQueenââ¬â¢sâ⬠work. As Bolton describes McQueen like a demonic Edward Scissor hands (Interview 1).Yes, I feel that McQueen is a devout Scissor hand. Although he received acrimonious critics of his provocative style, like the controversial Highland Rape, autumn/winter 1995ââ¬â96, which even made viewers feel uncomfortable with the collections, he insisted on his own dark and death romance. Do you remember the character Helena in A Midsummer Nightââ¬â¢s Dream? ââ¬Å"Helena believes that love has the power to transform something ugly into something beautiful because love is propelled by subjective perceptions of the individual, not by objective assessments of appearance. (Bolton 12) I think this idea is central of McQueenââ¬â¢s collections, which breaks the viewerââ¬â¢s boundary between ugliness and beauty. His aesthetic purpose is to force viewers look at the ugliness, examine the dark part of their innermost beings and think about the savagery of nature. In addition, he updated Worth, Shiaparelli and Adrian's designs with modern styles, novel textile, complex hand-making processes, which follow up the contemporary fashion society. . Internal Revenue Service Essay According to the Internal Revenue Service, a taxpayer has the choice between five different filing statues. The five statuses are, Single, Married Filing Separately, Married Filing Jointly, Head of Household, and Qualifying Widow(er) with dependent child. For the couple in question, the recommendation I am making is that they use the filing status of married filing jointly. Since the couple has three children they will qualify for three dependency exemptions as well as two exemptions for themselves. Since all three of the children still live in the household and all of the children are under the age of nineteen the couple is allowed to claim them as dependents. On the other hand, the couple cannot claim spouse Bââ¬â¢s mother since they did not supply over fifty percent of the support for her for the year they are filing. The total amount of the motherââ¬â¢s living expense, including the cost of rent, food, and other expenses brings the total support to seven thousand dollars and the mother supplies the couple with $7920 a year. The money that she supplies is what she receives from her Social Security benefits. The reason that the couple should not file under the status married filing separately is because the tax rates are higher than the tax rates for those filing under the status married filing jointly. Also, there several deductions, credits, and exclusions that are allowed for the status married filing jointly that are not allowed for those that are choosing to file separately. One example, is that the couple would only be able to deduct $250,000 of the income from the sale of the personal residence if they had filed separately, where if they choose to file jointly they will be allowed to excluded the entire amount of income from the sale. The definition of income, as stated by the Internal Revenue Service, is all income of the taxpayer whether it is taxable or non-taxable. The couple has several items that are considered as taxable income. Those items included, spouse Aââ¬â¢s income from the partnership in Fan Company A of $142,000, the $2000 of income from the City Park referee job, the dividends for 2011 that spouse A received from Company E, the income that souse B received form the Controller job of $88,000, and the $5000 loss that spouse B incurred while they were unemployed. The couple also have items that fall under being considered as non-taxable income. Those items are, the child support that spouse B receives in the amount of $2400 for care of the child, the tax exempt interest payments received from Municipal Bonds in the amount ofà $900, and the $296,000 of income from the sale of the coupleââ¬â¢s personal residence. There is an allowance to taxpayers of $250,000 exclusion on the sale of the taxpayersââ¬â¢ principal residence, and for couples that file under the status married filing jointly, the amount of the exclusion rises to $500,000. A profit on the sale of a capital asset is a capital gain, and a loss on the sale of a capital asset is a capital loss. There are short-term capital gains and losses and there are long-term capital gains and losses. A short-term asset is an asset that has been in the taxpayersââ¬â¢ possession for less than a year, and a long-term asset is an asset that the taxpayer has held for more than a year. Initially it seems that the couple has a long-term capital gain in the amount of $44,000 f or the year since they sold a rental property that the couple has held for four years that was purchased for $90,000 and they sold it for $134,000. The gain would be then added to the coupleââ¬â¢s total income for the year. The couple had a short-term capital loss in the amount of $5,000 from the day trading that spouse B was involved while unemployed. The Internal Revenue Service only allows for a $3,000 capital loss per filing year, so the remaining $2,000 will need to be carried forward to the next filing year. The loss would be subtracted from the coupleââ¬â¢s total income for the year. If the couple have a gain for one item and a loss for another item, the amounts will offset each other. For example, if the couple has a total of $10,000 in capital gain and a capital loss of $5,000 ($10,000 $5,000 = $5,000), their income would increase by $5,000. Any of the proceeds that come from the sale of a personal residence will be subject to taxes. Since there is a rule for a married filing jointly couple, the couple will be able to exclude the entire $296,000 from income. The rule states that a married filing jointly couple are allowed an exclusion up to $500,000 as long as the taxpayer owns the property and has been residing in the residence for a minimum of two of the previous five years prior to selling the residence. Also the exclusion would not be allowed if the couple had sold a residence and used the exclusion in the last two years. On the other hand, when the couple sold the rental property, all of the proceeds from that sale are taxable. If the couple realized a profit from the sale it would be a capital gain and would be added to total income for the year, and the event that they realized a loss it would be deducted from total income for the year. Since spouse A was in aà partnership, a K-1 was issued to the spouse stating that $142,000 was the spouseââ¬â¢s share of the income from the partnership. This amount would be added to the coupleââ¬â¢s total income for the year. Spouse A did withdraw an amount totaling $83,500 over the course of the year. The withdraw amount would not be subject to tax since it did not exceed the basis that spouse A had in the partnership. Passive activities are defined as income producing ventures that the owner does not actively participate in. Owning rental properties are also considered a passive activity. The couple did have some items that would be considered to be passive activities. The couple had two rental properties that they owned which brought in total of $23,000 in rents and had a total of $29,200 in associated expenses and depreciation. The couple would recognize a passive loss for this income of $6,200, ($23,000 $29,200 = -$6,200). The couple also had a passive gain of $44,000 when they sold a third rental property. The impact these items have on the coupleââ¬â¢s income would be a total of $37,800 in passive gain. The $44,000 gain from the sale of the third rental property minus the loss of $6,200 on the other two rental properties, ($44,000 ââ¬â $6,200). A $44,000 passive gain on the sale of a rental property, which could be offset when the adjusted cost basis is figured for the property. This basis will take into account purchase costs, selling costs, improvements, rent received in this period, and accumulated depreciation. The adjustments to income that I would include on the coupleââ¬â¢s return would be the alimony that was paid to spouse Aââ¬â¢s ex-wife, the contributions that were made to the Keogh retirement plan, a portion of the self-employment tax, a possible deduction for paid health insurance, and possible deduction for their dependent in college. The alimony qualifies as an adjustment because a deduction is allowed for the person paying the alimony. The contributions made to the Keogh retirement plan also meet the rules set by the Internal Revenue Service for deductibility. The amount contributed falls under the maximum allowed and therefore are deductible. The tax code allows for a partner to deduct a portion of the self-employment tax, such tax would have been paid on spouse Aââ¬â¢s income from the partnership and the couple would be allowed a deduction. The health insurance that spouse A has through the partnership may qualify for a self-employed health insurance deduction. Theà cost of tuition and fees that the couple paid on behalf of their dependent that is attending college might be deductible if the coupleââ¬â¢s AGI falls under the maximum allowed income of $160,000. My recommendation is for the couple to take the standard deduction, opposed to itemizing. The standard deductions will offer more than itemizing. Itemizing would require the couple to have expenses that exceed 7.5% of their adjusted gross income, and with the items that would be allowed for deductions, that amount would not be reached. The couple would receive a larger tax break by taking the standard deductions. The deductions that the couple would not be able to claim are the mileage that spouse B incurred commuting to and from work or the amount spent on business suits because the mileage was not part of actually performing work tasks and the suits would be able to deemed as normal wear and could be worn for activities other than work. The deductions that the couple could claim if they itemized are any medical expenses that exceed 7.5% of the coupleââ¬â¢s AGI and the charitable contributions that the couple made during the year that totaled $6,000. The credits that the couple would be able to claim would be the Child Tax Credit, the American Opportunity Tax Credit, and the Saverââ¬â¢s Credit. The Child Tax Credit is a credit of $1,000 for each qualifying child, which would give the couple a total of $2,000 as long as the coupleââ¬â¢s AGI is not above $110,000, if their AGI is above that amount the credit is reduced. The American Opportunity Tax Credit allows a credit of up to $2,500 for qualifying expenses of a college student, which is applied to couples that have an AGI up to $160,000. The Saverââ¬â¢s Credit allows for a credit up to $2,000 for jointly filing taxpayers that have made contributions to a qualifying retirement plan.

Budget Reforms in Ghana à Introduction/ Background: According to the research I have done I have found that Ghanas government needs help improving their budget. This projects development objective, for the Public Financial Management Reform, is to improve the budget management, financial control and reporting of Ghanas government. In these projects the organizations contribute to enhancing fiscal discipline, service delivery efficiency, through strengthened systems and procedures. The components for this project show financial management and budget strategies to help Ghana. In reviews dated back to the 1990s of the Public Financial Management in Ghana have shown that they have several weaknesses in this process. They have a weak budget formulation and a weak budget preparation. They also have a weak expenditure monitoring and controlling the budget. Ghanas lacking a good accounting and good monitoring system. These problems would catch the eye of any public administration major. This reform is being done to better the government of Ghana. If this was to go successfully it would influence the public greatly. In the field of public administration, you would want to help the public anywhere become better than it already is. With this title, you will know how to help better their budget and help with some small accounting work. Supporting the Budget Reform in Ghana: The new Public Financial Management system put in place for Ghana will use tools for improving fiscal management and budgetary control. They will increase economic management by making technology upgrades that will help improve debt and cash management, and boost timely and accurate reporting. They will also improve budget managements strength. This new system will also aim to strengthen the credibility of the national budget. A strategy to aid Ghanas debt was developed by this new system. During the 2000s a legislative review was done on the Public Financial Management system and there were many components. Ghana had Financial and Accounting Reforms, Revenue Management, Audit Reform and Procurement Reforms. This system helped launch other systems such as the Budget and Public Expenditure Management System, it also influenced fiscal decentralization and payroll reform initiatives. They improved the payroll management system. The system also help build ministries, departments and agencies capacity to develop costed sector strategies. They want to strengthen linkage and information between sectors. To help the debt they want to strengthen capacity in the Debt Management Division. To help improve efficiency in the delivery of public services, they have introduced performance measurement into the budget management. This will help Ghana keep track of every credit spent. Ghanas government would as review capital spending and the strategy for financing capital projects. Ghana plans to bring in measures to strengthen local revenue under its fiscal decentralization reforms. Negatives of Budget Reform: Even with the new system there are still problems that can be created or come across. Ghanas government still have a high level of debt the need to lower, large fiscal deficits, and lack of fiscal space for public investments. These are major constraints to Ghanas economic growth, said Yusupha B. Crookes, World Bank Country Director for Ghana. The reforms supported by todays project focus on critical and priority areas of the Government that together could facilitate transparent and accountable fiscal governance in Ghana. Lack of robust accounting, monitoring quality and timely data on government resources. The Public Expenditure and Financial Accountability made an assessment in 2012 and fiscal discipline was weak and remained a concern. The distribution of resources for strategic priorities undermined causing efficiency in service delivery to be adversely affected. Ghana has invested in programs aimed at strengthening Public Financial Management in government, but significant institutional, policy, and system weaknesses continue to manifest themselves limiting the impact of these reforms, said Ismaila B. Ceesay, World Bank Task Team Leader for this Project. He believes that too many poor people live in Ghana to improve the delivery of basic services. There are even some legislative limitations that come with this new system. Making business change their process for the Public Financial Management system required revision of laws to support this process. Skill gaps and capacity were created in Human Resources sector, especially in the area of information and communications technology, and analytical skills. Critique of Both Arguments After going through both sides, I could tell both sides relied on some of the same things. Both sides have different view on Ghanas debt. Supporter of the new reform want to put programs in place to help lower the national debt overtime. On the bad side, they think that the debt is too high and the people basically think its a waste of time and money to create programs for lowering it. I agree with the people in support of these new ideas to lowering the debt and bring in more income into Ghana. How could a nation create a better budget with an outstanding debt? Me personally, I do not think that you can. I am in complete support of the new reform and the ideas that come with it. I can also see how the non-supporters are feeling. After being in place for a couple years, there was not a lot of changes. People were also using funds for the wrong purposes. Finding out this kind of information could make many people no trust in the new ideas. With the influx of new ideas for the reform, there are bound to be new problems to come along with it. I think Ghanas nation need better people to lead them in the right path. They need people who will watch and manage them while going through this process. I think that if they had more management they could make actual changes. These two arguments are very complementary to each other, without one the other would not exist. In my eyes the argument supporting the new budget and new reforms is the superior of the two. I think this because Ghana is known for being poor, and need something to help bring in income. Bring in more income will affect the public greatly. This could bring the number of poor people in Ghana to go down. This may also cause funding for projects to go to the right place. Conclusion: Ghana has a very poor budget and an outstanding debt to go along with it. Along with this their governmental structure is also poor and needs management in these areas. If Ghana gets the support they need in these areas, they could start to make real changes. Without management Ghanas government, will not make any large improvements and the reform will fail. This research has shown me that nations all around the world have a split in them. There will always be people on two opposite with different views. Public administrators will be greatly prepared for this situation. They would be great regulators and managers. This massacre relates to the theme ââ¬Å"Rights and Responsibilities in Historyâ⬠because it shows a group of individuals irresponsibly taking their unalienable Constitutional rights and using it to solve trivial conflicts with other citizens. On February 14, 1929, the true intentions of the second amendment were massacred as a Chicago gang ignored their responsibilities as gun owners and decimated other citizens. The Second Amendment states ââ¬Å"A well regulated Militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.â⬠As America was once dependent on England, Americans looked to Englandââ¬â¢s governmental institutions as a base on how to govern the United States. America configured the Second Amendment based off political ideologies that originated in England. In 1181, King Henry issued the Assize of Arms, stating citizens were to possess weapons at all times to secure that England citizens would be protected against foreign invasions. In England, males as young as seven were required to bear arms to ensure an extensive defense for their country; it was considered an Englishmanââ¬â¢s obligation to his country.
